Craig Estes, R-Wichita Falls, paid a $17,300 fine for violations of campaign expense rules. The complaint was filed by John Cobarruvias, whom Estes’ aide Jody Withers called a “Democratic party activist in the Houston area who just goes through Republican campaign reports looking for violations.”
